I installed Backgrounder and Circuitous and voila! I have Multitasking on both devices without upgrading to iOS 4.
We can set how to toggle the Dock with different buttons. My easiest one would be to "Double Tap" the status bar.
By pressing and holding the Home button during any of tje apps that we are running, will enable it to be run on the background (Background Enabled status can be seen).
